Steps to replicate:
- Open up mozilla.org
- Lock Icon -> Arrow -> More Information (Page Info window pops up)
- Open up a new (or existing) tab for getpocket.com
- Back in the window popup for mozilla.org, click View Certificate
What happens:
about:certificate is loaded for getpocket.com
What should happen:
The Page Info window is bound to mozilla.org, and should show the certificate for mozilla.org, not the active tab.

This is to avoid displaying incorrect information when the user switches their selected tab but keeps the page info window open.

I have reproduced this bug with Nightly 70.0a1 (2019-08-27) on windows 10, 64 bit!
The fix is now verified on Latest Nightly 71.0a1 (2019-09-05).

about:certificate is nightly only at the moment so this doesn't affect 70

Verified as fixed with 71.0b7 and Nightly 71.0a1 on Windows 10x64, macOS 10.15 and Ubuntu 18.4.
