1577012 - Changes to treeherder-stage database

Hi Jake,
I hope you're well. These are some clean up changes after all of our work in the last few months.

Changes:

• Remove multi-AZ for treeherder-stage as we don't need it
• Switch treeherder-stage to db.m5.xlarge
