A more visible colour for the progress bar

I tested this on Mac OS X 10.14 with FF Nightly 70.0a1(2019-08-02), this looks like an enhancement.

The blue is a lot darker and less saturated than expected. This is a regression from bug 1562032.

More specifically, it seems [NSColor keyboardFocusIndicatorColor] (which is used in -[MOZProgressDockOverlayView drawRect:]) seems to be less saturated on 10.14 than it is on 10.12. Maybe we should hardcode the color used there.

I won't be near my 10.14 machine for three weeks, so in the meantime, this could be picked up by somebody else.

This is a wontfix for 70 as we are in RC week. Marking as fix-optional for 71 in case a patch materializes that we could uplift in Beta.
