Details
Right now in Tracking/Fingerprinting/Cryptomining/SocailTracking annotations, we don't skip classifying first-party URL like we do in protection features[1].
If we don't have a real use case for that, we should stop doing that in annotation features to save our time slightly and avoid producing subtle bugs.

Another thought is that if somehow we need to annotate first-party tracker in the future, maybe we should create a new "Feature" for the use case and consider not using whitelist for that feature.
