download manager pops up, but is completely blank in the list area. All the
"buttons" are greyed out.
Downloads occur, but nothing shows in the download manager.
Reproducible: Always
Steps to Reproduce:
1.make sure you have set download manager to show instead of download dialog
2.download something.
3.
Actual Results: download manager not managing.
