"Why?" link in tracking protection panel feels like a link, but is not a link

With allowed blocking categories there is a "Why?" button in the tracking protection panel. It has a visual hover state and shows a tooltip when hovering. That's totally fine. But because of the cursor change to a "pointer" it feels like a link because (almost) every link in web content has a pointer cursor. But nothing happens if you click on the "Why?". So it should either link to a website or it shoudn't use a pointer cursor.

Bryan, what do you think about this? Should we remove the pointer cursor here? Or do something else?
Yeah the finger pointer cursor should be converted to the standard pointer, and for good measure remove the blue color in favor of grey.

I can reproduce this issue on an affected Firefox nightly build from 2019-09-01 using Windows 10x64.
This issue is verified fixed using Firefox 76.0b4 on Windows 10x64, Ubuntu 18.04x64 and macOS 10.15.
