Steps to reproduce:

I noticed Sync is not working for Firefox on my Mac. A few days back I started Firefox on my mac after a while, so I used the "Refresh Firefox" button to set up fresh. It got rid of all my existing bookmarks and add-ons. So I imported all bookmarks from Chrome, and restored add-ons using Firefox Sync. The bookmarks from chrome were kept in a folder called "From Google Chrome", on the bookmarks toolbar.

Yesterday, on my windows laptop, I started up Firefox and moved the bookmarks sub-folder from the "From google chrome" folder into their respective folders on the bookmarks toolbar. I also added a new theme. After all this, I made sure to click the "sync" button several times so that these changes are saved in my firefox account.

Today when I started using Firefox on my mac, I noticed there were no bookmarks on the toolbar. The only things left were the "Most visited" button, and two folder separators that I use to separate my bookmark folders. Also, the new theme that I installed in Firefox on my windows laptop, wasn't showing up either. Screenshot attached.

I use the latest version (v70) of Firefox Developer Edition on both Windows and Mac.

Actual results:

Bookmarks and theme were not synced.

Expected results:

Bookmarks and theme should have synced.

Bugbug thinks this bug should belong to this component, but please revert this change in case of error.

We aren't sure what is causing this issue, but Sync does keep some logs which may help us find the problem.
