157826 - Remove Pause in download dialog

In the download dialog box, the Pause icon is permanently grayed out (i.e. it's
grayed out whether or not the download is in progress.)  So we should just
remove the Pause icon from the UI - polish issue.

if Pause can be implemented by sfraser's fixes to bug 145800, i guess this can
be wontfixed. (we shall see!)

In the minimalist view of things I'm leaning toward the 'remove' option.  Is
there anyone that really thinks that having an option to pause a download is a
needed thing?

i'd say remove it. there's no pause option in IE, and i'm hard pressed to ever
imagine why you'd want to use this.

This patch removes the pause/resume button from the download progress dialog
but leaves the stubs for the listener
