[Prerequisites]:

• Have a new Firefox profile with the browser.newtabpage.activity-stream.asrouter.devtoolsEnabled pref's value set to true.
• Have 10 websites previously bookmarked.

[Steps to reproduce]:

1. Open the browser with the profile from the prerequisites.
2. Navigate to a website which was not previously bookmarked.
3. Click the "Bookmark this page" button from the right part of the "Address Bar".
4. Restart the browser.
5. Click the “Edit this bookmark” button from the right part of the “Address bar”
6. Using the keyboard focus the “Dismiss” button.
7. Observe the “Dismiss” button

[Expected result]:

• The “Dismiss” button has a focus effect.

[Actual result]:

• The “Dismiss” button does not have a focus effect.

[Notes]:

• This issue is not reproducible on Mac OS.
• This issue is reproducible with both the dark and light theme enabled.
• Attached a screen recording of the issue.
