Results will be able to request a position in autocomplete results by passing an integer to the suggestedPosition property. This is needed for the Interventions experiment, since interventions should appear in the second autocomplete position.

As long as interventions is the only tips consumer, we could actually just hardcode a position for now.

not a big deal, adding this to the muxer doesn't look like too complex. It may leave out a few edge cases but it should be fine.

I'm renaming to suggestedIndex, because we use index everywhere in the urlbar code, and works like an index (0-based, -1 for undefined...)
