When in safe-mode, about:addons states extensions are disabled, each extension has a disabled tag.

It's kind of true, and kind of not. We don't actually disable the extensions as much as we soft disable (don't load) the extensions. Users can then disable or uninstall extensions. Any settings extensions have done are still in effect even in safe-mode.

I'm kind of thinking that we might state this different, something along the lines of that the extensions are currently not running in safe mode, and that the user may disable/uninstall them now.

It's confusing at least for internal people as well (bug 1576997)
