Hah, it "just works" so much that no changes are necessary. I thought taskcluster==7.0.1 was old enough to not support rootUrls, but indeed it is not. I don't think there's anything to do here aside from TASKCLUSTER_DASHBOARD_URL:

I merged your PR and shipped it in the new taskboot release 0.1.10.
