Steps to reproduce:

Send mail via command line with attachment

Used syntax:
"C:\Program Files (x86)\Mozilla Thunderbird\thunderbird.exe" -compose "attachment='C:\Temp\Test.pdf'"

Actual results:

results in empty mail (file doesn't get attached)
worked with thunderbird version 60 without problems

Expected results:

open mail send window with file attached

Will be fixed in 68.1.
