1579444 - Remove offline storage prompt

Due to the tiny number of times this fires we should remove the AppCache storage prompt to aid Bug 1237782 an Bug 1574480.

Bug 1237782 will be disabling tests as they are failing due to the inability to wait for appcache to be cleared.
