157960 - "Always open Tabs" in tabbed browser option requested

In the preferences for Tabbed Browser, under "Open Tabs instead of Windows for"
I wish there were another option: "always open tabs"

Sometimes clicking on a link will open a new window, or going to a page will
cause other windows to open. In all these circumstances, I would prefer that a
new tab is opened rather a new window. The only situation when a new window
should open in this case is when you select New->Navigator Window (Ctrl-N).

Add this feature seems fairly straightforward and easy to implement. Any reason
not to do it?
