1579828 - Snipping doesn't give notifications in Firefox 68 when in fullscreen mode on some machines

Steps to reproduce:
when I press windows key + left shift + S to run snipping to screenshot something, it used to pop up on the bottom right of the screen as windows notifications, I could save it from there. This does not happen anymore with Firefox 68.0. It used to work with older versions, and works with any other programs or browsers, just not firefox 68.0.

Actual results:

Snipping won't give notifications which makes it easier to save the screenshot.

Expected results:

Snipping should give notifications so I can save it.

Note: I tried but really not sure which is the most appropriate component for this feature, please help me move to a better place.
Another note: I didn't manage to reproduce this on my Win10 laptop on 70.0a1 or 69.

Hi @Hsin-Yi Tsai, tested the issue on Windows 10 using following FF versions: 68.0, 69.0, beta 70.0b6, nightly 71.0a1 - cannot reproduce it on none of this versions. You have some extensions installed? (if you have, maybe someone could create a conflict, it's a possibility).
So, in our case, due the fact that shipping is involved I guess a right component should be "file handling", if not please fell free to change it.

Moving to File Handling doesn't really make sense - it's not us handling any files, just Windows. Although comment #1 indicates not being able to reproduce, in the original bug 1567056 comment #6 and bug 1567056 comment #8 are able to reproduce - but not everywhere. Based on the discussion in that bug, it seems like this has something to do with how we handle fullscreen, though it still doesn't make a lot of sense that the behaviour is different on different machines. Likely we'll need better steps to reproduce to do much here... in any case, it likely has to do with our windows widget / fullscreen code, so moving to win32.
