• Nightly 71.0a1

• All Windows
• All Mac
• All Linux

[Prerequisites]:

• Have a Firefox profile with multiple saved logins

[Steps to reproduce]:

1. Open the latest Nightly browser with the profile from prerequisites.
2. Navigate to "about:logins?filter=kdskdsfjhskdjfhlksdaflkadsfasdkjlfsdlkfjasdasfsdfsda".
3. Observe the page.

[Expected results]:

• Based on the mock-ups a blank page is displayed of the search returns 0 results.

[Actual results]:

• The "Looking for your saved logins? Set up Sync." message is displayed even if you have other logins saved.

[Notes]:

• From the QA point of view, this might be confusing for the users if they already have other saved logins and the will see the "Looking for your saved logins? Set up Sync." message.
• Attached a screen recording with the issue.

I have verified this issue on the latest Nightly 71.0a1 (Build ID: 20190918215055) (64-bit) and on the latest on Windows 10 x64, MacOS 10.14 and Ubuntu 18.04 x64.

• The blank page is displayed after navigate to “about:logins” page with a prepopulated filter that return 0 results.

I have verified this issue on the Firefox Beta 70.0b9 (Build ID: 20190923154733) (64-bit) on Windows 10, MacOS 10.14 and Ubuntu 18.04 x64.
