Steps to reproduce:
Go to a story from the Washington Post Opinions page (https://www.washingtonpost.com/opinions/), for example, https://www.washingtonpost.com/opinions/maryland-shouldnt-wait-any-longer-to-compensate-the-wrongly-convicted/2019/09/08/8bd427ec-d0e3-11e9-87fa-8501a456c003_story.html. Click on the Back button once.
Actual results:
Firefox does not return to https://www.washingtonpost.com/opinions/.
I need to press Back twice to return.
Expected results:
Firefox should have returned to https://www.washingtonpost.com/opinions/

Hi,
I managed to reproduce this issue on my machine Win 10 with Firefox Release 69, Firefox Beta 70 and Nighlty 71. To reproduce this issue you should go and open a post, then scroll down on page and after that you can go back only after you click Back button twice.
On Chrome works as expected.

Hi,
I cannot reproduce this issue on the latest Nightly 72.0a1 (2019-10-30) on Win 10. I tried on Beta 71.0b5 and Release 70 and works as expected.
@rmpoor, can you please retest this using the latest Nightly build (https://nightly.mozilla.org/) and a new clean Firefox profile (https://goo.gl/AWo6h8)?

Clear a needinfo that is pending on an inactive user.
Inactive users most likely will not respond; if the missing information is essential and cannot be collected another way, the bug maybe should be closed as INCOMPLETE.
