Steps to reproduce:

If an inactive tab requests new HTML5 API permissions, the UI begins to behave "funky." In my case, it was the popup from an inactive tab opened at play.google.com requesting permission to send notifications. The address bar did not appear to have selection or a caret, but the text inside it updated when I began to type. I am not sure which tab was active when the permission request happened nor if I switched between tabs one or more times. I remember that just before the bug happened all three times, when I focused the address bar it appeared selected for a moment and then the selection & caret disappeared.

I think it's possible that the permissions popup some times steals the focus from other controls like the address bar. If it makes any difference, the inactive tab at play.google.com was pinned while the active tab was a normal tab opened at bugzilla.mozilla.org (this was the active tab I used when I reproduced the bug twice).
