I was able to reproduce this issue using latest Nightly Version 71.0a1 Build ID 20190913092859 for Ubuntu 18.04

Dennis, does this look like a -webkit-scrollbar issue? Something we can fix via intervention?

Something we can fix via intervention?
It is. Google is hiding the scrollbar per default via ::-webkit-scrollbar
and is only showing it on hover. However, the layout here is quite flexible, and nothing breaks if we have a scrollbar that's always visible. I'm torn between hiding the scrollbar for making it look right, and just leaving it there for UX' sake.
What do you think?

I think I agree it's probably not worth the effort for just a visual effect that doesn't break functionality.
