1580141 - Stop raptor tests execution and fail with propper message if mozproxy has issues initiating and starting the proxy

There are a few issues here.

But the main one is properly handling the mozproxy startup failure.

If for any reason the proxy does not start we need to make sure we fail with a proper message and stop the test execution

tarek, I submitted a patch but seems like try is busted and I can't push to it. The idea is that the mozproxy utils.py code needed to treat more efficient an error (follow the conversation here ), and I modified it somehow after the model of raptor.py. Please review and propose improvements!
