Steps to reproduce:

1. Delete an existing bookmark on bookmarks toolbar.
2. Bookmark will return at the end of the folder list dropdown.
3. Deleting again sometimes gets rid of it sometimes it does not.

Actual results:

Deleted bookmarks return.

Expected results:

Deleted bookmark stays gone.

Hi Jesse, sorry you're running into this. I have a few questions for you:

• Do you use Sync? If so, which other devices (Firefox for Android, Firefox Preview, iOS, other Desktops and their versions) do you have connected to your account? And, would you mind following these instructions to attach a detailed Sync log when you notice the bookmark coming back? (We can mark the bug as moco-confidential before you upload the log).
• Do you see any errors in the browser console (Tools > Web Developer > Browser Console) after deleting the bookmark?
• Could you please open about:support, scroll down to "Places Database", click "Verify Integrity", and paste the output here?

1.) Yes I do use sync. All with Windows desktops, and one iOS device. I tried following the instructions but on Windows Nightly about:sync does not go to a page.
2.) I do not see any errors in the browser console.

I have the same sounding issue, running Firefox beta channel builds (updated to v74b1 and could reproduce the problem on first attempt) on two Windows 10 machines + Firefox Preview on Android 10.
After deletion the bookmark almost, if not always reappears at the bottom of the drop-down, deleting it a second time usually keeps it deleted.

If you want to remove bookmark completely
then you can try resetting your firefox

for example
in my firefox I have many bookmarks, like
(spam content deleted)

I was facing similar issue ,and i have no other option then to uninstall and reinstall FF
But if i do so , my Internet explorer was corrupt , i would not able to download FF again

Therefore I tried other way

1. Only run by hitting (Windows + R)
2. type App data
3. Go to Local > mozilla > firefox and delete it
4. Go to locallow & roaming > mozilla > firefox and delete it

restart firefox ,
COngratulation! you got a brand new firefox as new as freshly downloaded
