1580734 - Make hg executable configurable

Currently, moz-phab always uses the hg executable in the path. It would be good to allow this to be configured, so that either a specific hg executable could be used, or a replacement such as chg. An environment variable MOZPHAB_HG_COMMAND could be used to control this.

Sounds reasonable for a low priority request.

Instead of an environmental variable however it should be a setting in mozphab's config file (this mirrors the ability to set the path to arc).
