158076 - URL Bar should not be updated automatically after the user has begun typing

1) Start a page loading in Chimera that has a redirect, e.g. the
Apple/Netscape.com homepage.
2) quickly Cmd+L and start typing a new address 

Expected results:
- page that started loading may continue to load, but the text I've begun typing
in the URL bar will not be modified.

Actual results:
- new URLs resulting from redirect clobber what I've been typing. 

Mozilla has a scheme for detecting whether or not the user has started typing a
new location, and thus whether or not to automatically update the displayed URL,
sounds like it needs duplication here. 

Note that this bug may not be visible under low system load, it is especially
apparent when the system is under heavy load e.g. while building.
