This is the issue from back in 2015. I used the F11 Key to toggle between fullscreen and was able to get the bars visible again. I use this browser for work and have enjoyed using it, however when four years of updates have rolled through and a bug like this gets left unresolved it leaves a person to wonder whether or not its time to look at other options.

Hello,
I do not own an HP 8200 Elite but I tried reproducing this issue on my desktop computer, having a dual monitor setup as well, while using the release version of Firefox 69.0, the beta one 70.0b6 and Nightly version 71.0a1 (2019-09-16) without any luck.

I would suggest re-testing the issue while in Safe Mode. You can find helpful info here : https://support.mozilla.org/en-US/kb/troubleshoot-firefox-issues-using-safe-mode .
Also a fresh new profile could help. You can find more about creating a new profile here : https://support.mozilla.org/en-US/kb/troubleshoot-and-diagnose-firefox-problems#w_6-create-a-new-firefox-profile .
If possible, you can test this issue on the nightly build as well. Download the build from : https://www.mozilla.org/en-US/firefox/nightly/all/ .
