User Agent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/76.0.3809.132 Safari/537.36

Steps to reproduce:

1.Opened the browser
2.Gone through settings
3.Searched for the offline themes

Actual results:

Firefox has only two to three offline themes as compared to other browser

Expected results:

Firefox should provide 100+ Offline themes

Flags: needinfo?(vaishaligore7)

This looks like a test bug. If that's not the case, please file a bug in the right component (Firefox::Untriaged), not in a completely unrelated component.
