Neither comment 1 nor comment 2 are related to VS2019, these should be in separate bugs for further assistance.

For comment 1: You need to use a Mozilla-customized LLVM toolchain from mach bootstrap in order to work around https://bugs.llvm.org/show_bug.cgi?id=41817.

For comment 2: This sounds like it's related to the taskcluster server migration, I am not an expert but maybe it would help to update to the latest trunk in case your tree is pointing to an old resource.
