User Agent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10.14; rv:70.0) Gecko/20100101 Firefox/70.0

Steps to reproduce:

I tried to open Firefox (70.0b7) by clicking on it in the macOS dock. I then tried to run the executable directly from the command-line. I had English (GB) Language Pack 70.0buildid20190902191027 installed.

(Issue diagnosed by using safe-mode and disabling everything, seeing that it was no longer broken without safe-mode, then enabling just the language pack and seeing the browser wouldn't start once again.)

Actual results:

Browser does not open, an XML Parsing Error window appears for maybe two seconds before the process just dies:

“XML Parsing Error: undefined entity
Location: chrome://browser/content/browser.xhtml
Line Number 2982, Column 11:
<button id="protections-popup-trackersView-settings-but
----------^”

(transcribed from screenshot)

Expected results:

Browser starts up and works

Unfortunately it's a known issue. You should be able to start in safe-mode, uninstall/disable the language pack and restart normally. At that point you should be able to reinstall the language pack if needed.
