+++ This bug was initially created as a clone of Bug #1580914 +++
Bug 1580914 found and fixed a significant shortcoming in 'mach test-info report'.
There remains another weakness, with unknown practical impact: Conditions in moz.build files can eliminate some tests from consideration.
In bug 1580914 ahal suggested updating the TestResolver to allow for unconditional moz.build traversal; I want to have a closer look at that when time allows.

I pulled the meat of this out into a separate bug as I discovered we'll need this capability for another use case as well.
