Bug 1535299 removed as, en-ZA, mai, ml and or locales, bug 1573386 removed crh.

We should clean up the references in our engine files, and remove any specific WebExtension or WebExtension locales that are no longer used.

Going to take this as I'd like to get these cleaned out before we start shipping the modern config.
