The mail.addr_book.mapit_url.format situation is rather messed up (bug 1459815)
Almost none of the localisers ever picked up on the http -> https change (bug 1225935)
https://dxr.mozilla.org/l10n-central/search?q=http%3A%2F%2Fmaps.google and the situation only looks slightly better for openstreetmaps.
Besides rtl languages, doesn't seem almost anyone localized the format either...
OTOH, it's about the query string sent to google/openstreetmaps so I'm not sure it really should be localized per se. It's a machine reading it.

It would also be useful in other places to be able to show a user address correctly. This should be a per-country setting really. If I have non-local addresses, those should be shown in the native format, not the way of my current country.
