Steps to reproduce:

Click on the "Forget" button (which I had added to my toolbar) in Firefox ESR 60.9 with installed Flash plugin (set to "Ask to Activate")

Actual results:

The Flash plugin, which was previously not loaded/started (as seen in ProcessExplorer v16.30) is started and remains active.

Expected results:

The Flash plugin should NOT get started.
(Note: using "Clear Recent History" does not load/start the Flash plugin.)

Bugbug thinks this bug should belong to this component, but please revert this change in case of error.
