User Agent: Mozilla/5.0 (Windows NT 10.0; Win64; x64; rv:70.0) Gecko/20100101 Firefox/70.0
Steps to reproduce:
Have the browser theme set to default or dark.
Close and then reopen Firefox.
The titlebar is now white.
Go to customize, theme is still set to whatever user specified
Changing to different theme correctly applies color, changing back to original choice correctly applies color.
Actual results:
Whenever the browser is opened the title bar is white
Expected results:
The title bar should have applied either the dark theme or the Windows title bar color

Upon further testing this bug is due to a conflict between the DarkReader extension and the Firefox dark/default theme.
Disabling the custom theme option in DarkReader resolves the issue.
