As reported here:

Steps to reproduce:

1. In the latest Nightly go to https://drive.google.com/uc?export=download&confirm=Oo5a&id=173ixAW3tbACAypbpr-40VKg8wNKen2UK
2. Press "Download anyway"

Expected behavior:
"Would you like to save this file?" prompt opens up

Actual behavior:
Nothing happens

This is a duplicate of bug 1583211 and will be fixed by the patch that I have attached there.
