158359 - Replicating status dialog for not responding server doesn't go away

20020718 branch build on Win2K
For those invalid or unreachable LDAP servers, Replicating status dialog
sometimes stays forever. Have to click Cancel button to dismiss. The following
server replication is then not working any more.

1. Download the server which is not valid

Actual result: Replicating [server name] dialog appears and stays up forever. If
not happening right away, repeat step 1 serveral times until it happens.

Expected result: The Replicating dialog should appears for a few seconds and
then goes away by itself since the server is not reachable to replicate.

2. Dismiss the Replicating [server name] dialog by clicking Cancel button
3. Select a working LDAP server and download it

Actual result: Replicating [server name] dialog appears and stays up forever.
Authenticaton dialog never shows up.

Expected result: Authenticaton dialog pops up for user to log in to continue
replication process.
