This bug is to run chrome and chromium 3 times a week instead of on every push since (i) chromium won't be a primary comparison point anymore, and (ii) chrome is only updated manually and once every 6 weeks.

This task will now handle running chrome, chromium, android CPU+memory, and android power tests three times a week. The new cron task will be for general performance testing that doesn't need to run too often.

This patch modifies the existing android_power_testing cron task to make it a more general performance testing task that runs a set of tests 3 times a week. The tests that will be running in this task are all chrome, chromium, android CPU+memory, and android power tests.

The attached file contains the tests that will be triggered by this cron task. It was obtained with the following command:
