This is a follow-up for bug 1581008.
As Patrick said in D45625 in the phabricator, we'd better to clean-up (or unify?) devtools/server/actors/inspector/css-logic.js and devtools/shared/inspector/css-logic.js because it makes us confuse something like which js should we modify/load and it makes the maintenance to be hard a bit.
