Build ID: Latest trunk and branch builds, All OSs.

Summary: Align 'Filter Name' text with textfield in the Filter Rules dialog.

Steps to Reproduce:

1.  In the Message Filters dialog, click 'New'.
2.  Look at the resulting alignment of the 'Filter Name' text before the input
textfield.

Actual Results: 

The alignment is off vertically.

Expected Results:

'Filter Name' should align vertically with the textfield.
