[Notes]:

• It seems that the first non-breached login is selected regardless of how many breached logins are present above.
• Also not sure if this is intended of it's a bug that the Login List is automatically sorted by breached website when breached logins are present.

[Affected Versions]:

• Nightly 71.0a1
• Beta 70.0b9

[Affected Platforms]

• All Windows
• All Mac
• All Linux

[Prerequisites]

• Have at least one saved login that is breached.
• Have multiple logins saved.

[Steps to reproduce]:

1. Open the latest Nightly browser with the profile from prerequisites.
2. Navigate to "about:logins" page.
3. Observe the Login List and which login is selected.

[Expected results]:

• The first login from the list is selected even if it's a breached one.

[Actual results]:

• The first non-breached login is selected instead of the first one from the list.

[Additional Notes]:

• Attached a screen recording with the issue.

I thought the current behaviour was a "feature"/expected. I can see it going either way.

I have verified this issue on the latest Nightly 71.0a1 (Build ID: 20191013213650) on Windows 10 x64, Mac 10.14, Ubuntu 16 x64.

• The first login is selected when navigating to “about:logins” page if it’s breached.
