1583875 - Linux install instructions are more complicated than they need to be

Looking at the Linux install instructions it recommends the following:

1. Cloning arcanist and libphutil into ~/.mozbuild
2. Downloading moz-phab into ~/.mozbuild/moz-phab

If you follow those instructions tho, and then run moz-phab, the first thing that happens is moz-phab clones arcanist and libphutil into ~/.mozbuild/moz-phab/:

So probably the docs could be edited to drop the manual arcanist install.
