158400 - Improve description of invalid XML version error

Right now the parser will throw a generic syntax error. 

Let's make it more friendly; a "version error" that describes that we do not 
support the specified XML version.

Let's do this after 1.95.8 lands, we will then be able to do this completely in
nsExpatDriver without changing our copy of Expat.
