  1. Enable Ruler
  2. Refresh

What happened?

Ruler button is enabled, but Ruler isn't shown.

What should have happened?

Always re-apply ruler.

Anything else we should know?

Bug 1342928 fixed a similar issue in the past, but ESR (60) also shows the issue; so I assume this is broken for a while but still a regression.

Priority: -- → P3

After triggering this bug, the ruler button seems to have no effect. Closing and re-opening devtools will restore proper ruler button behavior.

Same issue.
It affects the measure tool too

Still seeing this bug as of Developer edition 72.0b7 (64-bit). Can confirm, closing and re-opening dev tools fixes the issue, but refreshing the page while the rulers are active will break them again
