Bug 1584249 - Update enabled sync engines before opening CWTS dialog.

When a user has sync enabled on one device and is enabling Sync on a new device, the CWTS modal in the about:preferences#sync page will have all sync engines checked on. The modal should reflect the state of the account, and what engines are enabled on the other devices.
