Steps to reproduce:
When downloading a file, you are prompted to select "Open with" or "Save file", in addition to a checkbox to indicate if this should become the default action with this file type. When setting the default action to "Open with", you are still prompted to select Open or Save every time a download link is clicked. However, with the default action set to "Save File", the prompt is no longer shown.
Using firefox 69.0.1 (64 bit) on Windows 10.
Actual results:
When selecting "Open with" as the default action to download files, it is not recognized and continues to prompt Save or Open whenever downloading.
Expected results:
Default of "Open with" should remove prompting when downloading.

Can you please provide an example page/url where this happens?
I just tried with a zip file from https://www.thinkbroadband.com/download, I picked open with, and set che checkbox. On next clicks it was just downloaded and opened without any prompt.
