Details

If the alarm dialog is opened to show an alarm and you press close (or close all) nothing happens, if no internet connection exists, e.g. if you are not connected to a Wifi network.

If the connection to the internet (Wifi) is established, the dialog can be closed.

The alarm belongs to an event in a google calender (synchronized with the provider for google calendar version 68.0)

(Windows 10 64bit, Thunderbird 70.0b2 32bit)

This effect is reproducable.

Expected behavior: The dialog should be close, if pressing close (all).

I tried it with Thunderbird 68.1.1, Lightning 68.0, gdata-provider 68.0 and the same thing is happening (dialog does not close as long as there is no internet connection)
