Open Message Filters via AppMenu button.
Select an existing filter - Edit
Add a new test filter rule - see screenshot
Upon pressing OK nothing happens, the Filter Rule window is not closed, and the new filter rule is not being applied.
The only possible action is Cancel.

Thanks for checking this, Alice.
I tried TB 70 beta 2 and I could edit an existing filter adding both a new rule (box above) and a new action (box below). What's going on?

Modifying the filter does indeed work in safe mode. I've nailed down the problem to the Enigmail add-on. With Enigmail disabled, there is no problem modifying the filter.

Thanks for the feedback. Yes, disabling add-ons should always be the first step. I'm using Enigmail on TB 68 and haven't seen an issue. But TB has changed the way those filter rules/actions are implemented and Enigmail messes in that area adding its own options.
