After Bug 1578839 lands, we will need to fix how alert dialogues and similar browser UI pieces are shown.

Tested this issue on Nightly 72.0a1 and the problem seems to be fixed now. The tab modal overlays for alert, prompt, and confirm dialogs are positioned properly. Something must have landed at some point that fixed this.
I'm going to resolve this as FIXED and we can re-open the issue if needed.
