Now that we have proper block borders, the left border we display on hover seems unnecessary. Furthermore, it may gets into the way of people when they resize the editor.

The inline start border on hover is now unnecessary
since we have block borders.
Some properties are tweaked to ensure everything is
still lined up properly.
