Hi @Lee Soul, tested the issue on several FF versions: release 69.0.2, beta 70.0b13, nightly 71.0a1 => on all versions the player works accordingly.
After starting FF - by default on Menu-> Genral -> Digital Rights Management (DRM) Content -> the checkbox is checked -=> no error will be triggered. If you uncheck this box the error will be triggered.
Further I will set a component, if isn't the right one please fell free to change it. Also, maybe someone from dev's team will decide about it.
Regards,
Liviu

I see that the "last update time" of the widevine CDM makes sense, so something has to have happened. Bryce, is this updated after a successful update, or something like this? This would help to narrow down the issue maybe?

The last update time is set following successful extraction of the CDM files, which is a good indicator that the files have been fetched and placed on disk.
It sounds like something may be going wrong following the fetching. I've seen rare instances where even once Widevine is installed Firefox doesn't get correctly notified so never clears the installing notification.
Alsus20x, are you still seeing this issue?
