ext.certificate issuer static/taskcluster/web-server doesn't satisfy all certificate scopes assume:github-team:taskcluster/core, assume:github-team:taskcluster/services-reviewers, assume:github-team:taskcluster/tc-admin-reviewers, assume:github-org-admin:taskcluster, assume:login-identity:github/28673|djmitche. The temporary credentials were not generated correctly.

It seems that web-server does not have the github* roles
